Preparedness Theory and Practice

Five Dimensions of Preparedness

Principal Investigator: Daniel Hamilton (JHU-SAIS)

Investigator: Esther Brimmer (JHU-SAIS)

Project Objectives:

This project focuses directly on policy maker’s ability to devise comprehensive policies, using a 5D approach: i.e., deterrence, dissuasion, denial, diplomacy, and defense. The Five Dimensions of Preparedness Project Investigators will use expert panel consensus to advance research in each of these five areas, seeking to bridge the “national security” and “homeland security” divides.

Project Summary & Planned Activities:

This project proposes to invite 25-30 leading experts in both national security and homeland into a Homeland Security Strategic Analysis Group for a preliminary meeting during the first year. They will then divide into groups, but continue to meet through a virtual network to address each of the ‘5D’ areas.
