Project E5: School Teachers
Dr. Patricia Welch
earned a B.S. degree in elementary education from Coppin State College, a M.S. degree in Reading from Morgan State University, and a Ph.D. in Curriculum and Instruction from the University of Maryland at College Park. She taught in the public schools of Baltimore City for twenty-three years at both elementary and secondary levels. She served as Assistant to the Chair in the Department of Curriculum and Instruction in the College of Education at the University of Maryland at College Park. She was also a Specialist in Teacher Education and Certification at the Maryland State Department of Education. Currently, she is the Dean in the School of Education and Urban Studies at Morgan State University where she oversees the management of programs at the baccalaureate, masters and doctoral levels.
Dr. Welch serves on numerous boards. In 1997, Dr. Welch was appointed to the New Board of School Commissioners for Baltimore City Public School System. She served as Chair of the Board until June 2005.
