Karen Kohri, B.S.

Project D1: Situational Awareness and Decision Making

Karen Kohri, B.S.Ms. Kohri is a member of the Principal Professional Staff at the Johns Hopkins University Applied Physics Laboratory (JHU/APL) and a staff member of the Johns Hopkins Office of Critical Event Preparedness and Response (CEPAR). She is the Program Manager for all APL tasks under the JHU Preparedness and Critical Event Response (PACER) University Center of Excellence (UCE) Department of Homeland Security (DHS) grant. In addition, she is the Principle Investigator for one of these projects. Her other current projects are all related to Homeland Security Preparedness and Response efforts for various sponsors. She is currently assigned to the Systems Concepts and Analysis Group in the National Security Technology Department. She has extensive experience in moderating and facilitating scenario-based, collaborative planning meetings to evaluate and develop emerging U.S. and Allied countries military defense and response systems, civilian response systems and their associated concepts of operation, including briefing high-level senior officials from both the U.S. and Allied Countries and leading technical teams in preparation for Warfare Analysis Laboratory Exercises (WALEXs). She has experience in leading evaluation teams in developing tools and conducting the evaluation of multi-jurisdictional disaster drills. She has a background in program management, physics, systems analysis and systems engineering. Her technical expertise spans areas in Air and Missile Defense, Chemical and Biological Defense, Maritime Domain Awareness, and Medical System Mass Casualty preparedness. This expertise also included experience in performing D5 Trident II System analysis and sensitivities studies, and the development and implementation of software engineering specifications for various error analyses models. Her management efforts included an appointment as Program Manager to the JHU PACER Program, 2006–present and Program Manager of the TMD Warfare Analysis Program for BMDO, 1996–2000. She served as the Joint Warfare Analysis Department representative to the Counterproliferation Business Council from 1999 to 2003. She was promoted to Principal Professional Staff in 2000. She served as a Section Supervisor in the Concepts and Experimentation Group from 2002 to 2004.
