Project A2: Five Dimensions of Preparedness
Dr. Daniel Hamilton
is the Richard von Weizsäcker Professor and Director of the Center for Transatlantic Relations at the Paul H. Nitze School of Advanced International Studies (JHU-SAIS), Johns Hopkins University. He also serves as Executive Director of the American Consortium for EU Studies (ACES), a partnership of five national capital-area universities offering educational and research, media and policy-oriented programs related to the European Union. The European Commission has designated ACES the EU Center of Excellence Washington, DC. Dr. Hamilton is also the Principal Advisor to the Congressional Caucus on the European Union.
Dr. Hamilton has considerable experience both as a scholar and as a senior government official in both national security affairs and the international dimensions of homeland security. He currently leads a research program on international aspects of homeland security, including seven published volumes, a series of congressional and international conferences, briefings for senior Administration officials, and a number of senior leader bioterrorist simulations, including Atlantic Storm. He served in a number of senior government positions, including Deputy Assistant Secretary of State for European Affairs and Associate Director of the Policy Planning Staff. He served as staff director for two Carnegie Endowment Commissions on reorganizing U.S. foreign policy in the post Cold War world. He is a Board Member of various foundations and academic institutions, including the European Homeland Security Association and the Transatlantic Biosecurity Network, and the Editorial Board of the Journal Biosecurity and Bioterrorism. He is leading an international research project on "networked" foreign policy, which will offer insights to the PACER Project on international networking in homeland security. He also has considerable experience as practitioner and scholar with issues related to the PACER "5-D" project on deterrence, dissuasion, denial, diplomacy, and defense in homeland security.
